Request for Proposal — 2026–2027 School Year
July 1, 2026 – June 30, 2027
Overview
The Career Technology Center of Lackawanna County (CTCLC) is seeking proposals from qualified Food Service Management Companies (FSMC) for the operation of its food service program for the 2026–2027 school year. This is a Cost-Reimbursable contract issued in accordance with Pennsylvania Department of Education (PDE) Bureau of Food and Nutrition requirements.
CTCLC is seeking a provider that consistently delivers high-quality service, strong overall value, and a menu that is both appealing and competitively priced. The successful provider will demonstrate a proven ability to listen, respond, and adapt to the District’s unique requirements, and a clear understanding of the CTCLC’s mission and strategic objectives.

Pre-Bid Meeting
A Pre-Bid Meeting will be held on: April 21, 2026 at 4:00 PM

Attendance is required.
The meeting will include a review of specifications, an opportunity to ask questions, and a walk-through of all facilities. FSMCs may bring no more than 2 representatives. Pictures will be allowed.

Submission requirements:
• Proposals must be received before the start of the Public Bid Opening on May 19, 2026 at 4:00 PM
• Proposals submitted after this time will not be accepted
• Proposals must be submitted in a sealed envelope marked “Food Service Management Bid”
• Submit 2 paper copies and 1 electronic copy
